JOB DESCRIPTION

POSITION TITLE: Community Development Planner

FAIR LABOR STANDARD CLASSIFICATION: Exempt

ESSENTIAL JOB FUNCTION

1. Work toward full ownership of assigned community development projects start to finish, from funding research and application through administration, reporting, and closeout, across funding sources (FEMA, Community Development Block Grant, Delta Regional Authority, Rural Development, Kentucky Infrastructure Authority, Economic Development Administration), supported by program subject matter experts. The direction is cross-program capability, not single-program silos.

2. Lead FEMA hazard mitigation plan development and the Hazard Mitigation Plan Update (required every five years) for the seven-county district, including research of previous hazard occurrences and potential effects, development of the Hazard Mitigation Committee and subcommittees, and oversight of plan budgets.

3. Prepare FEMA mitigation grant applications (Hazard Mitigation Grant Program, Building Resilient Infrastructure and Communities), including benefit-cost analysis documentation, in coordination with Kentucky Emergency Management and county emergency managers.

4. Conduct environmental assessments and other related reviews for grant applications.

5. Assist with the preparation of GRADD's Comprehensive Economic Development Strategy.

6. Assist with the development of community projects (coal severance, hazard mitigation, Homeland Security, 911/CMRS, stormwater management, etc.).

7. Conduct public engagement and stakeholder facilitation for assigned plans and projects.

8. Research and respond to various demographic and data requests.

OTHER JOB RESPONSIBILITIES

· Assist with special projects as requested.

· Serve on various committees and task forces as necessary; maintain working relationships with federal, state, and local partner agencies.

EDUCATION, EXPERIENCE AND SKILLS REQUIRED

Degree Required: Bachelor's degree in planning, public administration, political science, or related field. Master's degree in planning, public administration, or political science is preferred.

Experience Required: Two years of related experience preferred.

Skills Required: Knowledge of FEMA, HUD, CDBG, Rural Development, and EPA programs is preferred. GIS skills a plus. Excellent written and oral communication skills are necessary. Financial management skills a plus
