SUMMARY OF THE JOB :
The Sr. Advisor, Community Outreach Officer, serves as the outreach subject matter expert on Community Reinvestment Act (CRA) Compliance within an assigned CRA Assessment Area. The incumbent will serve as the primary external liaison and strategic bridge between Liberty Bank and low-to-moderate-income (LMI) communities, local government entities, and non-profit organizations. The core objective of this role is to identify, cultivate, and expand community development service opportunities that align with the bank’s CRA performance goals and local community needs, which enhance the Bank’s CRA Exam Service Test performance. This position plays a pivotal role in designing, coordinating, and executing service-based initiatives, e.g., financial literacy education, youth financial literacy, elder fraud prevention education, and other core qualifying service activities for regulatory compliance exams.
- ESSENTIAL FUNCTIONS AND RESPONSIBILKITIES:
- Build active networks with non-profit organizations, Community Development Financial Institutions (CDFIs), and local leaders to satisfy the Bank’s CRA Service performance.
- Plan and host CRAA eligible community outreach activities, financial education workshops, the Academy for Small Business program, small-business seminars, Individual Development Accounts, community listening sessions, etc. that comply with CRA regulatory guidelines.
- Manages and Maintains Relationships with Internal Stakeholders, Line of Business (LOB) Partners, to help influence, recommend and bring awareness to programs and products that benefit Low-And Moderate-Income (LMI) communities, and small businesses.
- Actively represents Liberty in the community through board memberships, speaking engagements, podcasts, community seminars, industry conferences, and events focused on affordable housing, financial wellness and entrepreneurship programs targeting low-and-moderate-income populations.
- Project management and maintenance of community development programs.
- MINIMUM KNOWLEDGE/SKILLS:
- In-depth mastery of the Community Reinvestment Act (CRA) regulations, HMDA compliance framework, Low-and-Moderate Income market needs, and federal agency (OCC/FDIC/FRB) examination methodologies.
- Familiarity with community development finance tools, including Low-Income Housing Tax Credits (LIHTC), Community Development financing strategies, and SBA loan structures.
- Exceptional written, visual, and verbal storytelling skills with the ability to clearly articulate complex regulatory data into compelling impact narratives.
- Proven capacity to navigate political and socioeconomic sensitivities to build shared consensus among conflicting civic, corporate, and public agendas.
- Fluency in Spanish.
- Strong public speaking, interpersonal relationship-building, and outreach and networking and project management skills.
- MINIMUM REQUIREMENTS:
- Bachelor’s degree preferred, preferably in Finance, Business Administration, Economics, Community Development, or equivalent work experience.
- Minimum of 5+ years of direct professional experience in banking compliance, community development finance, localized economic outreach, or non-profit administration.
- Professional certifications such as Certified CRA Professional (CCRAP), Certified Regulatory Compliance Manager (CRCM), or similar community development frameworks are highly advantageous.

SALARY RANGE:
$68,000 - $92,000
PAY DISCLAIMER:
The actual salary offered for this position will be determined by several factors, including the scope, complexity, and location of the role; the skills, education, training, credentials, and experience of the candidate relative to internal pay of similar roles; and other conditions of employment. As part of our comprehensive compensation and benefits program, employees are also eligible for performance-based annual incentives.
