This temporary position is located at 1915 Health Services Way Raleigh, NC 27607-- Wake County, with the Department of Health and Human Services - MH - Mental Health.
Job Order Hourly Rate of Pay: $ 44.23 (Based on education and/or years of relevant work experience reflected on the application).

The primary purpose of this position is to lead the Division of Mental Health, Developmental Disabilities, and Substance Use Services in addressing the mental health, substance use, and justice involved needs of families. This position leads the redesign of the child residential continuum of care and directs cross divisional efforts to strengthen community-based alternatives to residential treatment while improving residential treatment statewide. The position plays a central role in statewide strategies to reduce emergency department (ED) boarding and DSS youth boarding by advancing early intervention, crisis diversion, and timely access to outpatient and community-based services.
This position oversees the development and implementation of strategies that ensure safe and effective transitions from residential care to community-based settings, support family and caregiver engagement, and improve coordination across child serving systems. The position serves as a key liaison between DMHDDSUS, other NC DHHS divisions, LME/MCOs, providers, and external partners to create seamless, data informed, collaborative approaches that keep youth in the least restrictive, most appropriate settings. The position ensures that redesign efforts incorporate evidence-based practices, align with state priorities, address system gaps, and foster strong partnerships that support children and youth across North Carolina.
- Duties and Responsibilities
- Support DMHDDSUS in statewide redesign of the child residential continuum, including strategic implementation planning, development of standards, policy guidance, and integration of evidence based and trauma informed models.
- Direct statewide strategies to expand and strengthen alternatives to inpatient and residential care, including enhanced crisis diversion, intensive in-home supports, care coordination, and community based behavioral health services.
- Lead cross divisional work to reduce ED boarding and DSS youth boarding by improving system responsiveness, increasing provider capacity, and supporting earlier, community-based interventions.
- Oversee transition planning for youth exiting residential treatment, ensuring continuity of care, family engagement, and timely connection to outpatient and community-based supports.
- Serve as primary liaison between DMHDDSUS, sister DHHS divisions, LME/MCOs, providers, advocacy groups, and state and local partners to ensure alignment of programs, policies, communication, and implementation efforts.
- Facilitate stakeholder workgroups, advisory teams, and cross system collaboration to identify system gaps and develop actionable solutions.
- Analyze statewide and local system performance data to guide program development, policy decision making, and continuous quality improvement.
- Develop guidance documents, policy recommendations, implementation plans, training materials, and communication tools for leadership and external partners.
- Monitor project milestones and manage complex implementation timelines for multiagency initiatives.
- Provide subject matter expertise on behavioral health, child serving systems, youth transitions, and best practices for keeping youth in community settings.
Minimum Education and Experience

Master's degree in the area of assignment from an appropriately accredited institution and three years of experience in a closely related program; or Bachelor's degree in the area of assignment field from an appropriately accredited institution and five years of experience in a closely related program; or an equivalent combination of education and experience.
