Job Description:
The Oregon Business Development Department dba Business Oregon has an exciting career opportunity for a permanent Human Resource Analyst (Human Resource Analyst 1) within our Human Resources Team! This position is the first level into the HR Analyst series, which allows you to learn HR for the State of Oregon and build a strong foundation to further your HR career. What you will do!

Note: This position supports a hybrid schedule, allowing remote work about four days a week. In office work may be required according to business needs.

The ideal candidate will possess the following skills:

What you need to qualify:

A bachelor’s degree in human resource management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority.

OR

Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one-year Human Resource experience.

OR

Three years Human Resource paraprofessional or technical-level experience.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.

The Employee Services Section (ESS) and Human Resources (HR) team provide essential support to agency staff through a wide range of services. ESS manages safety, training, payroll, facilities, supplies, and more, while fostering agility, accountability, collaboration, respect, innovation, and diversity in the workplace. The HR team ensures compliance with labor laws, oversees recruitment, employee relations, grievance resolution, and return-to-work programs, and implements performance management, training, and affirmative action initiatives. Together, these teams promote a positive and productive work environment by supporting employee well-being, professional growth, and ethical practices that enhance motivation, commitment, and organizational success.
