Job Description:
GENERAL PURPOSE : Under the general direction of the Fire Chief or designee, the Public Health and Community Risk Reduction Captain provides medical care coordination, medical risk reduction, and fire risk reduction throughout Sandoval County; coordinates with partner EMS entities, area hospitals, insurance companies, prevention specialists, etc., to reduce the medical and fire risks to the County’s citizens; functions as a vital member of the Fire & Rescue Department and provides direct support to the administrative team to ensure effective supervision, command, and control of fire, rescue, and EMS operations; as directed, may be required to assist during emergency incidents throughout the County; and performs other related duties as assigned.
MINIMUM QUALIFICATIONS :
Education and Experience:
Associate’s Degree in Fire Science, Fire Administration, Emergency Medical Services, or related field and five (5) years of career or volunteer Fire/Rescue and EMS experience; OR an equivalent combination of education and experience totaling seven (7) years.
- Required Licenses or Certifications (must possess and maintain):
- New Mexico Class E driver’s license
- Current New Mexico Emergency Medical Technician-Paramedic license
- IFSAC or ProBoard Firefighter I and II
- ICS 100, 200, 700, 800
- ICS 300, 400 required within 6 months of the date of employment
- IFSAC or ProBoard Fire Service Instructor I within 6 months of date of employment
- IFSAC or ProBoard Fire Officer I within 6 months of date of employment
- Completion of the SCFR Company Officer Taskbook within 6 months of day of employment
- Fire Service Public Safety Educator Certification within 1 year of date of employment
- Other licenses or certifications may be required within a specific date of hire
- Community Health Care Worker Certification – preferred within 6 months of date of employment
- Full-time experience within Sandoval County Fire and Rescue - preferred
- Additional Requirements:
- Must pass a pre-employment background check, as required.
- Must pass a pre-employment drug and alcohol screening
- Successful completion of an annual OSHA 202 physical.
- May be required to complete an annual physical capacity/agility test.
- Experience working with, responding to, and serving Tribal and rural communities preferred.
This is a safety-sensitive position subject to random drug testing in accordance with County policy Article XIII Drug and Alcohol Policy and Testing-Drug Free Workplace of the Sandoval County Personnel Rules and Regulation
This position is subject to random alcohol and drug testing in accordance with 49CFR.382.
SUPERVISION RECEIVED AND EXERCISED: This position reports to the Fire Chief or designee and will exercise supervision over EMTs, Firefighters, Paramedics, other personnel and/or volunteers assigned to the division.
ESSENTIAL JOB FUNCTIONS : The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Identifies community members with high-risk medical conditions and coordinates with primary care physicians on treatment and wellness plans.
- Works with community citizens, community groups, and third-party entities to identify medical care options for individuals with chronic and complex medical conditions; coordinates the required medical services, follow-ups, appointments, etc.
- Works with groups to identify individual solutions for community members related to primary healthcare, public health needs, mental and behavioral healthcare, preventative health, lifestyle wellness, fire and medical education programs.
- Works with various groups to identify drug treatment and/or rehabilitation options for community members and coordinates the education and outreach-related tasks associated.
- Coordinates with the Fire Chief, or designee, to assist with providing training and drills in prevention, risk reduction, firefighting and EMS methods, techniques and related subjects as needed and maintains personnel training records as directed and in compliance with local, state, and federal requirements.
- Completes all necessary reports, correspondence, and documentation as required in the performance of assigned duties.
- Confers, coordinates, and works with other Public Health, Mobile Integrated Health (MIH) & Risk Reduction personnel throughout the region as necessary.
- Assists the Fire Chief or designee in the development and implementation of goals, objectives, policies, procedures, and priorities of operations for the Public Health, Safety Outreach, MIH & Risk Reduction programs.
- Using established standard operating procedures approved by the Fire Chief works within the ICS system at fires, emergency medical scenes, technical rescue scenes, and fire prevention operations in the County.
- May respond to all types of fire, rescue, and medical emergencies and may assume command and control as needed, and/or provides service directly to customers as part of an emergency response team.
- Exercise supervision over personnel assigned to the division.
- May conduct fire prevention inspections in homes and/or businesses to address fire-related hazards.
- Participates in the recruitment and retention of new hires and new volunteers; participates in the new member process, including interviews and assessments as directed; provides oversight of the orientation of new employees and/or volunteers.
- May participate in recruitment and/or public education events.
- Working with the Fire Chief or designee, functions within an assigned budget to ensure adherence with county purchasing and budget policies and procedures.
- Responsible for ensuring the confidentiality of information including, but not limited to, patient information, department/county records, personnel information, financial information, and collective bargaining information.
- Attends meetings with Command Staff, field staff and/or volunteers as required.
- Performs administrative functions to the division including personnel services, contract management, development of SOP’s, and personnel oversight related to the division.
- Performs other related duties as assigned.
- Required Knowledge of:
- County Policies and Procedures including fire and rescue general orders, guidelines, and standard operating guidelines/procedures.
- Public Health and Safety Outreach programs and their impact on the Community.
- Mobile Integrated Healthcare systems and their impact on the Community.
- Risk reduction programs related to Fire safety and their impact on the Community.
- Operational characteristics, services, and activities of volunteer and career fire and EMS programs, including business/industry principles and practices related to work assigned.
- Emergency scene operations, activities, and preparedness as it relates to emergency management and planning, response, and coordination.
- Knowledge of modern medical and fire prevention strategies, emergency fire-fighting, heavy rescue, emergency medical services, and hazardous materials practices and procedures.
- Knowledge of local, state, and federal ordinances and regulations related to integrated healthcare, fire prevention, and emergency response.
- Knowledge of operation, use, and maintenance of various types of apparatus, tools, and fire or EMS specific equipment.
- Knowledge of the County's geography, streets, hydrants, and fire hazards within its boundaries.
- A variety of software packages relevant to the department and assigned work.
- Research methods and report presentation.
- Effective communication principles and practices including oral and written communication; to include public relations and public speaking.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
- Proper English usage, spelling, grammar, and punctuation.
- Principles of supervision, training, and coordination of multiple public and private agencies.
- Required Skill in:
- Planning, assigning, and coordinating Fire or Medical prevention and outreach activities.
- Working in Tribal and Rural communities to coordinate and/or mitigate Fire and Medical related actives.

- Training and instructing fire suppression and prevention principles, practices, and procedures.

- Physical Demands / Work Environment:
- Work is performed outdoors and indoors at community homes, businesses, emergency incident sites and in fire station facilities.
- Administrative work is performed primarily in a standard office environment, with additional work performed in vehicles, remote locations or facilities and outdoor settings.
- Work regularly involves periods of time viewing a computer monitor and operating a keyboard or control panel.
- Work regularly requires speaking, hearing and utilizing a phone, radio, cell phone, calculator, copier and fax machine.
- Work requires manual dexterity and visual and hearing acuity sufficient to perform essential and supplemental duties and utilize fire and emergency equipment effectively.
- Work requires strenuous physical efforts, and the ability to lift and move items weighing up to one hundred (100) pounds.
- Essential and supplemental functions require maintaining the physical condition necessary for sitting, walking or standing for prolonged periods of time; and bending, stooping and climbing.
- Regularly exposed to large or working machinery, occasionally may be exposed to extreme weather, environmental allergens, gases, fumes, hazardous chemicals, communicable diseases, and potential physical harm while performing emergency management services or other disaster responses.
- Must be able to work in uniform during weekdays, weekends, and holidays on any assigned shift.
- Must successfully pass Sandoval County Fire & Rescue’s Physical abilities test annually.
- Regularly operates emergency vehicles; drives a county vehicle as necessary to respond to emergencies and/or attend meetings, training, prevention activities, or other department activities.
